Yes Fox was fouled, but you cannot expect the refs to make that call with 10 seconds left in the game. The refs don’t want to be blamed for a bad call at the crucial moment if they get it wrong. Fox should have just secured the ball and dribbled back out to the perimeter and waited for a foul.
Why didn’t they review this though? Is this something the San Antonio coach should have been jumping up and down for a review of the play for a foul? Probably

It’s a fuck up and an extremely costly one, but I see how it happened and there’s more that went into this game and series that has ended up with us down 3-1.
