With Game 1 of the NBA Finals tipping off at 2:30 a.m. in Victor Wembanyama’s hometown of Le Chesnay, France, NBA commissioner Adam Silver knew better than to expect huge live viewership numbers.

But for a league that is growing increasingly international in both players and fan support, the fascination with the Spurs and their brightest star is impossible to miss.

“In terms of social media, as you might imagine, the interest in Victor and this team is off the charts,” Silver said.

Addressing the media Wednesday before Game 1 of the NBA Finals, Silver covered an array of topics and left plenty of time to heap praise on Wembanyama.

Silver highlighted Wembanyama’s “huge personality” and impact on this year’s All-Star game, pushing players around the league to approach the contest more seriously. Reaching the Finals in his third year, Wembanyama is “ahead of any timeline that people had in mind,” Silver said, embracing the pieces of the process that extend beyond the court.

“Players come along every once in a while that, in addition to having this incredible skill, love the promotional side of it and want to play that role for the league,” Silver said.

As international interest grows, Silver provided an update on the NBA’s development of an independent league in Europe, with plans to launch a 16-team setup, including 12 permanent franchises, beginning with the 2027-28 season.

Silver also touched on domestic expansion, saying “discussions are ongoing” with a focus on Las Vegas and Seattle. A decision is expected by the end of the year.

The most talked-about topic during Silver’s address was the recent reform to the NBA’s draft lottery system, which flattened the odds of securing a top pick and will be less favorable to the league’s bottom three finishers as a means to dissuade tanking.

He likely could not have picked a better venue to have the conversation. Since the Spurs last won the title in the 2013-14 season, the same year then-76ers general manager Sam Hinkie reignited the conversation around tanking by instituting “The Process,” no team better embodies the benefits of bottoming out than this year’s Spurs.

Former No. 1 overall pick Wembanyama, No. 2 pick Dylan Harper and No. 4 pick Stephon Castle have all been integral to San Antonio’s Finals run, and few other examples exist of recent top-five picks leading their teams to that stage.

Former No. 3 overall picks Jayson Tatum and Luka Dončić have done it, but both needed much more time. Tatum led the Celtics to the Finals in his fifth year and won a title in his seventh, while Dončić drove the Mavericks to the Finals during his sixth season.

Former No. 2 overall pick Chet Holmgren and No. 1 selection Kyrie Irving both won titles with the team that drafted them, but neither was the most important player. Holmgren had the help of Oklahoma City’s Shai Gilgeous-Alexander last year, and Irving was the No. 2 option to LeBron James on Cleveland’s championship team in 2016 and Finals team in 2015.

The Cavaliers teams of that era and the 2020 champion Lakers also traded previous top picks for other assets, but through the last 13 seasons, only Tatum, Dončić and Wembanyama stand as recent top-five picks who were the most important player on their team’s run to an NBA Finals.

Still, Silver said “it seemed like a third of the league” was aiming to fall to the bottom of the standings during the 2025-26 season, sparking the need for reform.

“Tanking is not a new issue for this league,” Silver said. “Maybe what surprised us all a little bit is how quickly it became acceptable behavior.”

One of the arguments against the lottery overhaul is the increased challenge struggling teams could face in rebuilding their rosters. Silver on Wednesday hailed “the parity of opportunity” in the league, noting that this year will mark an eighth different champion in the past eight seasons.

This year’s matchup, in particular, highlights the viability of different approaches. The Spurs, from one of the NBA’s smallest markets, drafted six of the 10 players who appeared in Game 1. De’Aaron Fox and Harrison Barnes arrived via trade, and Julian Champagnie and Luke Kornet were inexpensive free-agent signings.

The Knicks, from one of the NBA’s largest markets, drafted just one of their 10 rotation players from Game 1, taking backup big Mitchell Robinson with a second-round pick in 2018. Star guard Jalen Brunson was one of four players to arrive as free-agent signings, and five others were acquired via trade, including high-profile deals for Karl-Anthony Towns and Mikal Bridges.

But Silver can also see plenty the two franchise have in common that pushed them to this stage: “strong management, a winning culture, and, of course, great team basketball.”

Silver also pointed to each team’s connection with history. He spent time chatting with legendary coach Gregg Popovich in his suite during a Western Conference finals game, and he crossed paths with Hall of Famer Manu Ginobili on his way into Game 1 of the Finals on Wednesday.

And, of course, Silver knows the two sides are also united by emotion. He can see passion for the league everywhere from the streets of New York City, to the French suburb where Wembanyama grew up, to the Alamo City for the first two games of the Finals.

“The city is on fire,” Silver said. “Two franchises that have different origins, teams composed and created in very different ways, but enormous excitement around it, and global excitement around these Finals.”
